No government either State or Central Government is serious on this matter and a lot of politics in selection of people: less sponsors, less training and no concerted effort to select best people among the candidates from entire country

I think some of the answers touch on good reasons. There are many answers to your question. I have always believe people have great "potential #1" to do the things they enjoy. But, they need encouragement, financial resources and opportunity.
Here in the Sates thing thing I see that help an Athlete is present in what I just mentioned, (encouragement, financial resources and opportunity). Potential #1 is determined at a young age.
I will use two examples;
1. Football; here is sport that takes the American heart more than most any other sport. Children are encouraged at a young age to join the teams around Town. Where I live they have Football and Baseball and Soccer and there the Children out on the Football field about the size of the Football. In time if they enjoy the sport they are encouraged to join the School Football team. By the time this children (Young men and women) graduate High School they are well trained Athletes if they enjoy the sport.
2. In Wrestling and Boxing the same thing happens. The child has the opportunity at a young age to learn and compete with ours in the same age group. Years ago a friend of mine, his son was a Golden Gloves Boxer and was a Teenager at the time. But, I think he decided he did not enjoy this sport. But, no one made him continue in a sport he not like, especially when he always lost. LOL!
So, I feel India does have the potential #1, but, they may not have all the other 3 mentioned to to allow the Potential to come out.

Actually only cricket works in India. It sells and is most watched sports. Cricket is like God of all sports in India so no other sports can even come near the same status. All sponsors are for Cricket mostly.
I wish the case was different in India as there are many other sports in which India should excel. But I guess this dream will remain a dream only.

If you mean people IN India, it is simply because there is no opportunity for them to come out into such fame, as we well know India is not such a rich county if we look at the GDP of it.
But I am starting to see some Indian light-weights in England who are battling their way up the real competition.
I say, watch this space.
