America has military bases all over the world. Europe, the Pacific, Japan, Cuba, some place called Iraq. Tell me that's not an empire.

Given that there has been no sustained society based on Communism, I think it is unlikely. Keep in mind that Communist China is only about 60 years old, and the communists maintain control by brutal force (remember Tienanmen's Square?)

Add in the fact that they have an enormous population to support on the aforementioned system of government and you have a formula for economic collapse at best, (like the Soviet Union) and a civil war of unbelievable proportion at worst.

Now here is what I find interesting about your question...
You feel that the US is in its dissension but you don't say why. I can only assume that it is for the same reasons espoused by the by the liberal left. So as a historian, I would like to point out that the Japanese of the late 30's and early 40's felt much the same way, so did the Germans, as did the Kaiser and his allies in the beginning of the century, so did Saddam Hussein. I think that I could even make the argument about the British in the 1700's. All of there peoples gambled everything on the notion that the US had become soft, week, decadent, ununitable for a purpose, They all gambled that the US was no longer great, and they all lost enormously.

Could the US be in decline? It's possible, only history will tell, but one thing history does show us is that people have underestimated the power and greatness of the US from the beginning.

I would also like to add, for all those that state that the US is not an empire. Technically you are wrong (In my opinion)... Puerto Rico, Guam, the US Virgin Islands, US Samoa not to mention that we maintain military bases on the soil of a dozen other countries ranging from Cuba to the Philippines... yeah, I'd say that we are an empire.

No. Actually the US Empire is not declining because it was never en empire. Actually you are comparing two completely different issues. The US ascended because it showed the world that the British could be defeat and driven off. China is not really ascending but more along the lines of the old Soviet Union and becoming more capitalistic. However, unlike the USSR the Chinese government is only letting capitalism in as a trickle.

That said, your premise is not correct. China is certainly going through an evolution but the idea that the United States is an empire or is in decline is incorrect.
