A lot depends on just what "services" you are offering. Also, most local governments really hate people comming in to "help" because they see this as interference.

Businesess and governments often look at offers of "free" help with a great deal of skepticism.

Because you are, to their eyes, not trained, a liability and a danger to yourself and everyone else.

Its more of a safety precaution than an insult.


Best bet, ask the police station to be part of a volunteer group chanced off within their organization.

There your help will might be considered
