What you are talking about is called surface albedo. That is the amount of light and heat reflected by different materials, usually due to it's color. Snow and ice are lighter colored, which reflect more light than the darker bare ocean or land. This is directly measurable and a simple matter of physics.

Where the question come in is how much is going on, and what effects it has. There are many variables, and not all are known, so it's hard to be sure exactly what is going on. Also, most ice is in areas that are remote, so there are not very good records from the past, and current measurements are more difficult to get.

But a few things are definite. The climate is warming much faster than anyone expected it to do, sea levels have risen measurably, ice is melting much faster than expected, and carbon levels from human activities are high.

All sides may have agendas, but the side that automatically rejects any possibility that humans are affecting global climate change is dangerous. Usually they scoff at any science on the subject, and resist even looking to see if there is a problem. They must believe it is true also, or they wouldn't want to stay ignorant of what is actually happening. Promoting willful ignorance for profit or political purposes is the most dangerous agenda.
