aren't photons particles of light itself? the velocity of light is the velocity of photons so your question is "can a velocity of light be billion times the velocity of light " i wish i know how to answer that & i don't think the universe has end or edge.

Not as we understand the laws of physics. Nothing can travel faster than light in "normal" space.
