Here is what you need:
- a good pair of tweezers;
- a magnifying mirror;
- white eyeliner pencil;
- an eyebrow comb.
- a pencil.
You don't really need a mirror, here is how you measure out the shape your eyebrow is supposed to have, so you know where to pluck.
First, place the pencil at the side of your nostril, going to the inside part of your eye, where it starts. That is the place where your eyebrow should start, so get the white eyeliner pencil and draw a line there. Anything that grows out of there should be plucked, so you don't have a unibrow. Do that for both sides.
Now, let's determine where your eyebrows should end. Get the pencil, and place it on the side of your nostril again, going diagonal to where your eye ends. Mark that spot with the white eyeliner. That is where it should end, so anything that grows past that, pluck it out.
Now it is time to create the arch. Get the pencil again, place it on the side of your nostril, and make a diagonal with your iris (the black circle in your eye). Mark that spot. That should be the high point of your arch. So it means that after that spot, your eyebrows should thin out, so you need to start plucking very carefully, one hair at a time, then stop, comb it, and see how it goes. You do not want to overpluck.
The hairs that are between your nose area and the arch, if you are going to pluck at all (in case of very very thick eyebrows), you want to be very careful and make them close to the high point of the arch. If you start plucking near your nose, you are going to end up with tadpole-shaped eyebrows. You know what I'm talking about, the Pamela Anderson eyebrows that make you look like you are always surprised. That is not a good look. Eyebrows are not supposed to be shaped like tadpoles or commas, ever.
Remember, when in doubt, pluck less, not more. Leave it as is, live with it for a couple days, and then decide if you want to pluck more.

Start out by having a pro do it - I actually went to the barber next door to my hairdresser the first time. Since then, I've just worked on maintaining them.
Over the course of a few years, I've gone from just maintaining them after getting them done to doing them myself.
Give yourself time to practice while you maintain, but in the meantime get a pro to do it! :-) God Bless

Ouch! Tweezing is one painful yank at a time, and when your all done, your eyes are watery, brows in pain.
Why not try waxing? its not as bad as it sounds...matter of fact, my 10 yr dd now has her brows waxed---poor kid had a uni-brow going:( lol
She did both, had them waxed, then they had to pluck the few that were missed, she says waxing is easier

please get it done professionally. its not too expensive, its fast, and much less stressful. Don't worry about where to go, anyone will have some training. If you wouldnt cut your own hair, dont style your own eyebrows.
