Nebilim is obtained automatically after speaking with Abyssion.

Evil Eye is found when you examine the bacura's remains in Toize Valley Mine.

To get the Disaster, you need to already have the Fafnir. Then, head out at night in Altamira (sleeping at the inn and choosing to stay awake) and go to the casino/theater area. A man standing on the bridge will sell you the Disaster for 1000 gald.

You get the Heart of Chaos after receiving all the other Devil's Arms. Talk to Abyssion, then head to Hakonesia Peak and speak to Koton.

The Gates of Hell is in the Temple of Earth, in the same room as the one with the dragon (it's blocked when you first go through the temple). Speak to the Gnomelette in Altessa's house after finishing the temple, and return to that place; the Gnomelettes will finally leave, allowing you to obtain the Devil's Arm.

The Soul Eater is dropped by the Sand Worm; head to Triet and talk to the two men near the oasis. They'll tell you about the legendary Sand Worm; afterwards, a glowing ring of light will appear near Triet, except it leads you into a battle, not a skit. The Sand Worm has 13,000 hp.

The Fafnir is in Gaoracchia Forest, and probably the first chest you saw.

The Diablos is in Latheon Gorge, in the second screen in a small depression.

The Apocalypse is in Welgaia, in the large building with several floors. Check the left door on the ground floor.

The above person is correct. however, I will provide a battle strategy for fighting Abyssion. First, make sure you are at least level 70. Make sure you have maxed out recovery items. Abyssion is a tough customer. He uses various techs from all your charaters both S and T type. He will cast mid-level spells as well, such as Flame Lance. The best time to strike is during his casting. He also favors Raging Beast, so make sure you quickly recover. Have Genis and Raine in your party. Genis can do spells while Raine is constantly healing with a couple of Photons or Holy Lance into the fray. (Don't use Ray to conserve MP). After you see all his attacks, you will probably fall into a routine and beat him. If needed, use an All-Divide. On mania, Abyssion will also cast Indignation Judgement and Meteor Storm consecutively when he reaches half health. Any character hit by these is pretty much screwed over. But after the battle, you will get the Devil's Arms back and they will be unlocked to their full potential. Now they do about 1,000 damage per hit. The damage is determined by the amount of enemies killed by that character, so Lloyd's will be good. If you tranferred battle data, then they will be even more powerful. Anyway, good luck!
