Nero on its own will not gather & burn system files to create a bootable disc.
You need to load a previously created boot image into Nero.

I n your nero 7 click on reproduction cd and then insert the disk on your motive force , flow interior the process the innovations, it is going to initiate copying the disk and then finally insert your sparkling cd into the motive force . you will get your new copied bootable cd.
