I shop at lots of different places for my formal dresses.

Bluefly.com
charlotte russe (they have seasonal, cute, inexpensive dresses)
dillards sale rack (or other department stores)
DEB
Target sometimes has great ones

Remember, you can personalize anything less than you can buy it. If you like straps with jewels on them, find a dress that doesnt have the jewels and is less expensive. then go to jo anns or michaels and buy some and glue them on

Also remember that accessories are a girls best friend. I just bought a plain, off white dress. I am jazzing it up with lots of bright red accessories. Red shoes from payless. Big red beads from target. Buy pieces that after you wear for a dance, you can wear for a everyday accessory.

P.s. hair is a big part of the dress to. But, I can totally understand if you do not want to spend 35 dollars on it. You can go to a Beauty school. Like Paul mitchells , an updo there is 12 dollars. All it means is that the girls are learning how to do hair. They might take a little longer. But, they cannot touch real human hair until they have passed a series of tests, so you can feel okay that they are touching your hair.

the best way is to find a friend with seamstress abilities and make that fabulous sucker yourself. Crepe stain is $5/yd and some silks are $10. You'll need two - three yards and and a prom pattern and some hot straps ($2 to $3 /yd at Wal-Mart). Compare with $400+ for drapes are Jessica McClintock.

Try DEB Shops, Macy's, JC Penney, and Cache. Cache is a little bit expensive, though. DEB Shops start at size 3. Macy's does sizes by Small, Medium, and Large. Cache does sizes by number and small, medium, and large.
Go to these websites for short dresses:

Check your local newspaper and schools - our area does swaps for prom dresses and such where people can bring in their old dresses and get new ones at reasonable rates. You can also check out ebay or consignment shops as they usually have some dresses that have been worn once for very reasonable.

I have provided with you with some links to stores that have a website and a store that you can visit. But you may want to call the one you want to visit ahead to make sure they have that specific dress. I hope this helps!
