I assume that you mean in a penalty shootout.
If so, the captain will normally choose another player. Usually if a player does not choose to shoot then another will and most captains will not force a player to take a penalty. If not it is the responsibility of the captain to take the shot himself.
If the penalty shoot out has been taken by all players that want to shoot and the others refuse to then the referee will give them time to shoot and then declare that they have missed. This has never happened to my knowledge.
