Most scientists would measure how smart a species is by it's ability to solve problems and learn new skills, as opposed to simply acting on instinct or being taught by it's parents.
Chimps (which by the way, are apes, NOT monkeys) have shown an amazing ability to solve problems, and even for adapting objects to be used as tools. Something that, only a few decades ago, scientists thought only Humans were capable of.
They have even been observed to use deception and manipulation in order to serve their own purposes (I'm not sure whether this is a characteristic displayed mostly by female chimps... just kidding).
Dolphins are also no slouches in the learning department either.
Captive dolphins have shown that after being taught a routine, consisting of a number of seperate tasks, they will still perform the correct tasks when instructed to. Even when the tasks within the routine are rearranged. This means that they are not just learning things in "parrot-fashion".
But, chimps are the next smartest.

First off, your assumption that humans are the smartest mammals can be disproven by looking at some of the questions right here.
However, removing them from the list you would have:
Dolphins (porposie)
Chimps
Other apes
elephant
Dogs
Yes, I know that a lot of people think that cats are more intelligent then dogs, but they are better at hiding it.
