I am starting to write a thesis on procurement regulations. I wonder if there are any differences in public sector procurement rules at national level, between Ireland and the Uk

The European Union establishes basic fundamental principles and objectives which apply to all public contracts to regulate public procurement in all member states, so the British and the Irish governments would be bound by the same guidelines.

The first site below shows the EC Public Procurement Rules and the Irish Public Procurement Rules.
The second is the Irish Department of Finance site with publications by The National Public Procurement Policy Unit.
