It can take a little time to "break in" a new vehicle. Your mileage sounds a touch low, but many factors can affect that. Far too many people accelerate too fast anymore, and that is one of the biggest factors to fuel economy. Add in cold weather and the added use of defrosters and the economy will drop a little there. City driving is always the worst on a car, if you are really worried, take a nice little trip of 300 + miles and see how the highway mileage goes. If that is seeming to be low as well, then a check can be done on the engine computer and injection system to make sure they are doing thier job.
Good luck.

If this is a brand new car then you need to wait for the engine to break in first. The brand new engine mean every parts of the engine is still tight fitted...then engine works a little harder awaiting " break in " . After operated around 600 plus miles then your engine broke in...meaning all parts are now tuned then you should have an increasing fuel mileage EPA estimated is around 21-23 mpg in city. Also you didn't mentioned if this a V6 or 4 cylinders?

If the Honda dealership can't solve the problem for you, you should get the book "Lemon Protection Identifying a Lemon" from lemonprotection.com, it is loaded with good information for Lemon Cars and Trucks on what to do and how to do it. Good Luck and GOD Bless

VP? Is that the same as V6? If so, 18 is not unusually bad if you make a lot of short trips.
