My mom didn't have much money but she put a ring on lay a way that had my best friends and my birthstones on it. With our finaces, I would have never dreamed of such a present. But at 16, your whole life seems to revolve around your closest friend. Party wise, rent a community center,church basement, or your basement or garage and have snacks and music, let them party and dance!

Have a surprise party for her at your home, with a few close friends. Order pizza or have sandwiches, snacks etc. and bake her a cake, decorate the cake yourself.

If she doesn't have it already take her to get her Drivers Permit.
