a major incident would have a potential to cripple, destroy, require use of many assets, a minor would be a potential to create a reversable problem, requiring not many assets and can be resolved efficiently.
but with out any preferences its hard to assess

obviously the severity of ot. if you are dealing with something or someone who fractured their arm or foot, that's defenetly minor, but if wre talking about amputating someones ligament off, i'm certain that's when the word MAJOR comes around
