In a perfect world it would be easy to separate the two, however, in this world we live in they are closely intertwined. Politicians pander to certain religous groups in order to obtain votes, b/c in that environment you almost have a "flock" mentality, and by persuading a key few of them you have the whole flock of 'em. In America, in 2004 this paved the way for Bush's re-election w/ the massive mobilization of the Evangelicals, in which 84% of them voted for Bush. Playing on a groups key issues such as abortion, gay marriage etc he was able to parlay a victory despite intelligence failures, a very unpopular war and domestic failures.

So...why do they do it? Because it works. (Unfortunately)
