I have searched the COPS website, official and unofficial. I have queried those websites, no answers yet. I have tried to contact the producers. No luck there. I am starting to doubt myself that I have ever seen this, yet I am haunted by the image. Am I dreaming?

I believe the guy was being arrested in a bathroom, and there was a big scuffle because he was unable to put both hands up.
Also, I don't think he spoke English and that made things even worse. Because he couldn't explain why he couldn't raise is hands.
I guess he had a very bad hand injury and the doctors sewed it into his stomach so it would heal properly.
