My cable company (time warnner) is trying to slap me with a 25 dollar termination fee. They already did this to me when i began my service and went down a package. So when i went back up one i asked time warnner if they will ever charge me again they said no.

Unfortunately, termination fees are something that you agreed to pay under certain circumstances in your contract with them. If you call to dispute the fee, they will say that they agreed "never to charge you again for downgrading an account," and nothing more. Good luck, though!
