There is more to system speed than CPU usage. You also need to consider what is going on in the RAM and any caches. If the CPU is idle, that simply means it is waiting for something.
Check for unwanted software or background applications. Then consider the amount of RAM being used. Bogging down RAM will slow down everything else.

Has your computer ever been faster than it is now? You see, in some cases the processor is just much faster than the rest of your system. It may be processing data from the hard disk, but the hard disk is too slow to supply the data to keep the processor busy at 100%. (I.e., the hard disk is being utilized at 100% of its speed, but it's still not fast enough to keep the processor busy.)

If you want to check your system for malware (viruses, adware and stuff), then you can download an excellent, free virus scanner here: http://free.grisoft.com/doc/1

My SystemIdle Process right now is 99. My computer works fine. That's not the reason for a slow computer.

Find out whats running in background from the startup menu. Sometimes spyware will drag system speed down but you can't find it because it is attached to valid software. Use selective startup to see what is slowing it down the most.
