It is probably just sleeping but just in case put in a tonic No.13 in the Tetra range and check for visual signs such as inflamed scales which is a sign of dropsy or watch to make sure that she is not listing to one side with a swollen abdomen which would be a sign of swim bladder (not an easy one to cure). But knowing the fish well it is probably just sleeping (they drop off anywhere). They love worms but not too big as they will gorge themselves. Good luck with it! Be ready for this as well when they get older they sometimes change colour, mine went completely orange.

Is he the only fish in the tank?
While still baby to juvenile fancy goldfish need 10 gallons, adult goldfish need atleast a 50 gallon. I have seen 14 inch black moors. 52 litres is only 13 gallons.
Its laying on the bottom because of poor water quality. HOw often do you do partial waterchanges? Do an immediate partial waterchange, where you vacume the gravel and make sure the new water is the same temp as the tank water and its dechlorinated with a water conditioner. Do not go past 50 percent.
It would help if you had your water tested and tell us your ammonia readings, nitrite readings, nitrate readings, and ph readings.

based on the fish the temperature of the tank in specific circumstances can influence how lots it strikes. in the previous I easily have had fish that somewhat pass because of the fact the tank is chilly. So i could verify any credible internet site to be certain what temperature you're able to keep your fish's tank at. good success

I am not familiar with a "moor" fish. There are some fish that laying on the bottom is normal for it. In other cases, stillness like that can indicate a problem with the fish or the fish tank. Check the Ph, check the filtration, check the heat. Check for advice from the petstore you got the fish from.

If you test the water to rule out ammonia or nitrites, I'd guess an internal bacterial infection or internal parasites. If its poop is white you know for sure its an internal problem. You'll need to treat with antibacteria food or antiparasitic food.

he might be a little too well fed -- try cutting back on the food a little bit.
it also might be a little cold. they tend to get that way when they get cold.
oh and try doing a gravel vacuum and water change of about 1/3 of the water. sometimes its build up of toxins like ammonia and nitrites and nitrates.

Most fish do it as a form of resting. If yours it doing it and he is the only one in the tank it could be he is lonely or bored.

but just to make sure it isnt serious take your fish to the doc.( coz sometimes the fish can be sick, try changing the tank water)
