move the house into the houses bin with the sims still in it then go to a different neighbourhood and chose that house and place the house where you want.

Put them in the family bin and then go to the other neighborhood and you can move them into a house there.

=)

PS: To put them in the family bin you open the family tab (in neighborhood view) and click the family with an arrow that says "move family" and you move them to the bin.

Also, if you want to keep the house with them then you just move the house in to the "lots and houses bin" and then you go to the other town and move them from the bin onto the neighborhood.

I know this works because I do it all the time. xoxo

The cheat that I found on this site (after scrolling down through loads & loads of cheats!!!) agrees with Chimps answer:

ie that you move the house with the family in it into the houses bin.
