If the people were born blind, they have no REM and no visual imagery; the dreams consist of impressions from the other senses -- touch, hearing, smell, and taste. If the people were sighted and then became blind, they have REM (if the eye muscles have not yet atrophied), and their dreams contain visual imagery -- but these visual dreams might cease to occur eventually

I believe it depends on what has caused their blindness. If it has to deal with their eyes or the nerves connecting the eyes to the brain, they should be able to see things like dreams just as we do with our eyes closed. However, if an abnormality in the part of their brain that interprets images, they would not be able to even comprehend images.

Of course, for those who are born blind but can in theory see images in their mind may not be able to simply because they've never seen anything through their eyes.

Oliver Sacks has written several books on stuff like this. Check out: The Man Who Mistook His Wife for a Hat

I don't know that they can 'see' a dream since they're made up of things sighted people see... but I'm sure they get the same impressions and feelings in a dream that they get when awake.

If you close your eyes, can you still see something? So can the blind!

No chance. To be able to dream something you must have already seen something like it. You can't have a dream where you look at an apple if you don't know what an apple looks like.
