Clearly you are obligated to move into your neighbour's house with them so you can stay vigilant and watch this cat. Cats usually don't live more than 20 years or so. You should be able to outlive him.

GIVE THAT INFO TO THE FBI, AM SURE THEY WILL PUT YOU ON WITNESS PROTECTION, CARRY OUT INVESTIGATIONS, BRING THE CAT IN FOR QUESTIONING, CHARGE HIM, COURT, IF FOUND GUILTY HE WILL BE SENTENCED AND SENT AWAY.

depends on if you like the neighbors or not. if you dont like them, let the cat do as he pleases, but if you like them you should probably alert them to the situation. :)
