Snow is not frozen rain. Snowflakes are formed inside clouds by tiny ice crystals colliding and sticking together. Most melt on their way down and fall as rain. Only the the air is cold enough close to the ground do snowflakes fall as snow

Snow is really fine ice that form in crystals. It is made in clouds usually the temp is warm enough it melts into rain but if its cold enough all the day down to the earth it will remain as snow and we will see it . Its not the same as frozen rain however, this is where the snow will have already melted into rain on the way down to what we can see on earth but will freeze again closer to the earth and freeze as in hail

Snow is a precipitation consisting of flakes or clumps of ice crystals. Snow forms by direct vapor-to-ice condensation from humid air below 0 degree Celsius.

Snow is precipitation in the form of crystalline water ice, consisting of a multitude of snowflakes. Since it is composed of small ice particles it is a granular material. It has an open and therefore soft structure, unless packed by external pressure.
