u see, my legs are just fine (a bit chubby, but whatever), im having problems with my hips and upper body..my hips are small and my upper body is kinda big..plus i have wide shoulders and fat arms...and im not a guy! i cant wear pants because i look like a lollipop...i'm stuck wearing skirts. and i hate sleevless tops (no halters for me then)..heelp! i give good rating to all!

You sound like you have more of a guy's shape, wider shoulders, narrow hips. I get it...If you want to try pants again, try some that have a wider leg at the bottom, not flares, but bigger. Maybe with a crease down the front to create a longer, lean line. You could also try pinstripe pants-that might look cute.

Then throw on some boots with a heel. Maybe a pointy toe and a smaller heel. I think a square toe and chunky heel would look god too, maybe balance out how you are bigger on top.

If you wear sweaters or tops, make sure they are not chunky or too thick. That will thicken you up on top. Also, wearing tops with wide open necklines will only broaden the look of your shoulders.

3/4 length sleeves are a nice alternative to long sleeves.

Watch some of those makeover shows, maybe you will see someone with your shape and you could get some tips.

I think wearing a light cardigan over your shirts will help you feel better about your arms and shoulders. Not a jacket cause they tend to add bulk, unless it is a jacket with a deep V-neck, cut like a suit jacket. A cardigan with a v-neck wore open over your shirts will make you look slimmer and allow you to wear sleveless tops under it with confidence.

In the bottom half, you can wear skirts to create volume like you have been doing, or wear wide-legged trousers. They are going to be in this season, and they will make you look great when coupled with a longer top. Also, make sure not to wear these new big wide tops (you know, the ones that look maternity) cause they'll only make you look bigger. Try something with a defined waist, or try a wide belt at your waist, that will create a "skirt" with the rest of your top that will make your hips look more proportionate.
