I'm not sure what you mean by top speed but if you're looking for top end speed take a quarter and a dime roll them both one revolution and you will see that the quarter goes further. So a larger tire will move the bike farther with less engine revolutions. You can also replace the front sprocket with a larger(more teeth) or the rear sprocket with a smaller(fewer teeth) or both and get a higher top end speed. Too much will slow you down off the line. Hopefully some one with more experience can tell you more exactly what you need but you will have to give more info. such as bike make, model, engine size, year, tire size, number of teeth on both sprockets.

Do you actually mean a smaller wheel or a smaller tyre? If you switch from 19" to 18" rear it will be slower top speed for same sized tyre. As tyres are available in different profiles you may find an 18" which is actually taller than the 19" so giving a higher speed with smaller wheel.
If the gearing is wrong (too high) a smaller wheel can make bike faster as you are now using all the rpm available instead of running out of power before you run out of gearing
