They did build their own. Sometimes it's just easier and more economical to purchase them from another country.

Why re-invent the wheel??
Several countries already make submarines. The resources required for India to start designing and building their own would be huge and better spent on other aspects of Indian interests.

Why should they? It's much easier just to buy them. Look at all the military supplies we(U.S) give or let other countries buy.
