Do asking and giving answers on Yahoo!Answers mean sending e-mails?

absolutely not
though it starts after you log on to your email a/c but it does not mean to send emails
if u ask a question and you got response for that question then you will be notify by your mail

and if u give any answer and your answer is chosen as best then you get only notify mail "that your ans is selected as best ans"

The last answer is correct, but you can also opt to not receive notifications.
