I asked this question to one of my instructors in Mexico. It's available, however, children with special needs are sent to a separate school. It is very difficult to meet their needs in the regular public education system, due to the large class sizes. One high school that I visited had every seat in a classroom used, and there were students standing up on the sides and in the back of the classroom.

Depends on what type of disability and where in Mexico the child is being educated in!!

Yes they have it - but they are actually smarter in that they don't try to mainstream such children as we in American waste our time and resources in doing.
