The lips do not have as many layers of skin over them as with the rest of the body and they are very vascular so with the constant blood flow, the redness is created.
This is why at the end of the day or when we are sick or tired they are less red because of diminished blood flow.
I remember as a kid staying in the water too long at the beach my lips would always turn blue from the cold - this happens because the small vessels close down to conserve heat.

I heard it on TV.....I think it was explorer,or discovery...when someone get excited,all the blood from stomach is going to the lips (they become red or darker)and sexual organ :)
So, when you are hot and wet guys can see it on your lips:)

I thought that lipstick gave the mouth a female sexual, genital reference. I'm not certain about this, though. It certainly is a "Freudian"-theory.
