At this point, it's the Phoenix Suns. They have a solid core of "run-and-gun basketball" in Nash, Marion, Stoudemire, Bell, Diaw and Barbosa. Banks and Rose could also help, given adequate playing time. Outside of All-Stars Dirk Nowitzki and Josh Howard, its only Jason Terry who contributes constantly for the Mavs. Also, I think the Mavs is quite uncertain nowadays if they will specialize defensively or also be an offensive machine in the ultra-competitive West.

The Phoenix Suns and the Dallas Mavericks are the two best team in the league today. Dallas had a 5 loss, 1 win start before finally shaping up and taking over the league. The Suns have done the same too. They had a 0 win, 5 loss start. After sometime, they finally took over with Steve Nash leading the way. The Suns will not be the same without Nash. As you can see, Steve led the team to two consecutive record win streaks. Without him, the Suns are 3-2.
Regarding the matter over which is the better team, it is very hard to give an answer. Both teams wouldn't be the same without Steve and Dirk. Recordwise, Dallas is the better team, although, the Suns are more consistent and have a better roster.
Personally, I like the Suns better than Dallas, however, as far the statistics go, Dallas is the better team as of the moment.

If I were coaching against the Suns or Mavericks, I would have a harder time with Dallas (not that Phoenix would be easy by any means).
If I could get the Suns to play a slower game, my team would be able to beat them (but this sounds a lot easier than it actually is). Regardless of the game's tempo, the Mavericks would likely beat my team 99 times out of 100.

Suns easily. They have 2-time MVP Steve Nash, The Matrix, Soon to be Comback Player of The Year Amare Stoudemire, They also have the deep threat in Raja Bell, Boris Diaw, Soon to be 6th Man of the Year Leandro Barbosa. The Mavericks have Dirk, Jason Terry, and Josh Howard thats it. Suns are better team

Mavericks! Just check out the games they played this year, who won them? Dallas! Phoenix is good, but they can't make stops when it matters. Defense wins games!

Phoenix is a better all around team I don't think any team in the west can run with them,if they stay healthy then they should represent the west in the finals.
