(1) The error could have occured in a section of DNA that doesn't directly code for a polypedtide ("Junk" DNA)

(2) The error could have caused the codon to change to another codon that codes for the same amino acid.

It seems that 2 is probably the answer the question is looking for based on wording though.

The best explanation is that most DNA does not code for proteins, less than 1% in fact. Since mutations (including location) occur by chance, the chances of mutations affecting proteins is very low.
