Well if you are really determined to buy whole counties I would say that only Offaly, Laois, Roscommon, Westmeath and Leitrim could be had for that kind of money. Although you could just buy one and get Limerick.

I'd look around at the outlying satellite counties of Dublin. Kildare, Wicklow, Meath and Louth are pretty full, so try Offaly, Wexford, Carlow.
