My mom's friend was Mexican and Italian, and on her side of the Italians they were all dark and short. Part of the reason is it doesn't really matter if there is an imaginary line in the world separating 2 countries; that doesn't change the ethnic history of a specific area. The more south, I think the darker because it is more Mediterranean. There is only a sea separating Italy and Africa/Middle East, so there is probably a higher probability that part of the reason they're darker isn't just from the sun, but from African/Middle-Eastern ancestry. There is much more that differs such as economy, culture and history. Check out the site I found for you. It is mostly about the Southern part, but it has some very explanatory paragraphs on the differences.

The cuisine, the dialects, etc. Southerners tend to be a bit darker than northerners, but that's not always the case. I've known sicilians that were white and blond and northerners that were dark-haired. There tends to be more work (factories/industries) in the north than the south.......It's a very difficult question to answer though.

The cuisine is different in the North than it is in the south. Those in Southern Italy (especially Sicily) tend to have darker skin and darker hair/features than do people in the North. also, the North is known to be more politically corrupt and unstable (lots of mafioso down there.)
