HERE IS THE CORRECT ANSWER:
This happened to my sister when her hubby replaced her commode. He overtightened the nylon (plastic) nut on the inside of the tank on the backside of the handle. Loosen this just a bit and you should be fine.
While you're in there, make sure the chain is not getting caught under the flapper. If it is, simply shorten the chain and re-test by flushing.

Lift the cover off the toilet, meaning the long, heavy panel that covers the chamber of water. There will be a mechanism attached to the handle. You should see a chain or a string leading down into the water.When you flush the toilet abd the handle stays down, it means you're releasing all of the water into the pipes, because, technically, you are continually flushing the toilet. So, to fix this you must plug up the hole, either by wiggling the handle or by reaching into the tank and puching the stopper back down. I would suggest going to the hardware store and asking about this. If this is a problem you have had for a while, you are wasting many many gallons of water and it is very environmentally destructive, not to mention a real problem in your utility bill.

Could be the chain is getting caught under the flapper valve, or the flush lever is binding up where it goes into the tank.
Remove the tank lid and flush the toilet. If the chain gets under the flapper, you will need to shorten it a little. There is normally a series of hole in the inside lever, where the chain connects. Move it to a higher one.
If the handle just won't go back down, adjust the nut inside the tank that holds the flush lever in place. If it is to tight, it will bind up the handle.

Sounds like the small chain that controls the toilet flush assy is stuck in under the plunger. Just remove the top of the toilet lid and see what is happening. It doesnt sound like a major problem

I had the same issue and replaced both the handle and flaper. Works great now. It is important that you buy the handle made for your brand of toilet. They are not all interchangable

probably replace the flapper. Water erodes the rubber seal stopper that holds the water in the tank. Or maybe your chain keeps coming off and you need to crimp it. New flapper is about 9 dollars at Home Depot.

There is a chain that connects the handle to the stopper. It's possible that it is getting tangled. It's also possible that the stopper is not working correctly. Either way, they are easy to replace.

Change the handle, it is binding and there is no adjustment. The nut holding the handle is a reverse thread. Take it with you.

For gods sake dont call a plumber for that. unhook the chain and add a little bit of weight to the top of the flapper. nuts washers or whatever will work. Just not too heavy or it will colse too fast.
