This is a very important and basic question for the spirit of democracy to survive in our country. Unless right type of people come to the fore, to take part in the political activities and to fight elections, there is little hope that the coveted slogan:
" har haath ko kaam aur har khet ko paani,
badal de ham har deen-dukhi ki jindagaani"
can ever be achieved, which is the ultimate objective of any government that claims to work for the people or the masses.
For this objective the leaders (politicians) have not only to be educated but most importantly less selfish. And there is no pill that can instil these qualities in any person. Apart from university education, which can be varified, the nature and behaviour of individuals can be testified by neighbours. friends, colleagues and the society in contact. But unfortunately muscle, money and caste (sectarian issues) have started playing major influence in politics. Therefore, there has to be law to curb the influence of these factors in public life. It is not un-common to see that those who encourage their followers not to pay valid electricity dues , getting elected . By law such leaders should be placed behind bars and debarred to fight election. The process of verifying wealth or properties of politicians and elected leaders should be made more effective and result bearing.
These are some suggestions that can make our democracy work for the masses, instead of working for the politicians or the rulers only. Simultaneously, people at large must be sensitised about what they get in a democracy their rights),

Responsibilities and targets for the politician. This should be monitored and tracked by the public through web. He should hold all his official meetings in the presence of media representatives. No personal meetings outside the office hours. If he violates this law, he should be immediately terminated from his services, disciplinary action should be initiated and that portfolio shall be handed over to an honest IAS rank officer.

We should adapt a system which will teach our 10,000 year old our culture, our religion which is preaching us tolerance, values and ethics in all walks of life. This will help us to bring our young generation realise the real value of our life so that the same value system will be adopted in their political life. This will benefit our whole country and also the whole world. Our joint family system, respect to elders and mutual understanding, simple and honest life style makes them humble in their political life also. We can see examples like Singapore and Finland.

Transparency. Statutes like the Right to Information Act, 2005 and Institutions like the Ombudsman.
Also, Separation of Powers, i.e. the Executive and the Legislature must be segregated to bring about more independence and freedom of functioning of the two wings of democracy.
