It is essential to be honest and ethical. A basic wrong would be deceptive trade practice. False or misleading advertising is another non-compliance.

i want to open my own business and though i made all papers done I had no activity yet cause it costs too much to hire people and plus location and plus all papers that state requires to send, monthly, and ...It's a real burden for small business all those papers done and it's impossible to know all laws and regulations
But I intend to open it sometimes in the near future I hope and yes I intend to comply with the law because I want to start clean with no legal problems.
But as second thought not all regulations are good. For instance did you know that in order to open a hotel, motel, boarding house you must offer only white bath gowns and towels because of an international rule in tourism? This is insane cause maybe not everyone likes white, for instance I would prefer sometimes white sometimes other colours. From this directly results that they impose rules in order to uniform, standardize everything in such a measure that we will someday perhaps be obliged even to look the same if someday in the future god knows what international regulating agency will decide that.
And again laws and regulations is all about control. For instance today they require that every potatoe chip to have a certain dimension, the bag to have a certain composition...in the end most of potatoe chips look and taste the same no matter of what company produced them.
Even yesterday I read that America had 3500 known different spieces of apple in 1800 and today remained less than 400.Why? Because of rules and regulation that pushed the farmers to cultivate only certain types of apples. It impressed me what a scientist said in this article: " Some apple spieces can litterally be eaten in a bowl of porridge and go extinct."
As conclusion rules and regulations are very good, up to a point.Where it should start personal freedom.Have a nice day.

By offering any services you are representing to people at large that they approach you for the services. Thus when you make such offer and make people believe, you udertake a part of work of the state. Therefore it is necessary for you to first enquire about the laws and rules that govern the services which you propose to offer. If it does not violate any laws, if it is permissible in law only then you can proceed. Thereafter you have to approach the competant authorites to check whether permissions or licence are to be obtained. These excersies are necessary in the interests of the welfare of the society.

Most industries have regulatory agencies to insure quality services and products, protect the environment, protect investors, etc.
If you don't comply, you get booted out of the industry either by the government, the regulators or the market.
