A) The hotter it is the more water evapourates from the seas and oceans and enters the air as water vapour, which then falls back to earth as rain.

B) At night only, clouds act like a blanket trapping warm air beneath them so cloudy nights (potentially rainy) often mean it's warmer. During the day it's the opposite way round as cloud blocks out sunlight.

Simplified answer, there's much more to it but it all gets a bit complicated.

It's not so much that it is warmer as it is a combination of humidity in the air in combination with the temperature.

Because the clouds act as a blanket and keep the warmth that is here on the planet. With no cloud cover in the winter most of it radiates back into space.
