No visa is required for filipino passport holder. the usual granted number of days to stay is 30 days in Malaysia

if the guy intends to stay and work there of course he'll be needing a visa but if he intends to visit malaysia for like 15 days,a visa is not required.

no, all member countries of ASEAN can travel to any of the countries, given that the purpose is a social visit. otherwise, he/she may need to secure the proper visa type to enter malaysia.
