What does "more authority behind the scenes" mean?

From what I have experienced, unlike those who were placed in homes and require being cared for 24/7, some are getting assistance in committing crime, hurting people, and harassing their relatives. In fact, Michigan HS is involved in making sure children aren't safe.

I'm not sure people who clearly know what they are doing should have a Mental Health Court available to them to abuse and get off. Tax payers would have to fund this.

Historically people with mental health issues and people with intellectual disabilities were:

-In the days of the hunters and the gatherers - if you couldnt do either were seen as burden on society and were put to their deaths

-In the middle ages they were put into stocks and into cages in the town square and were and in most cases stoned and left to die

-At the turn of the 19th century they were used as curiosities and paraded in Freak shows

-From the early 1900s they were placed into institutions and locked away out of sight for the rest of their lives. Some institutions still exist today.

-In 1994 people with intellectual disabilities (i.e. Downs Syndrome) were being jailed because they did not understand the laws - and still are today in some countries

-At the turn of this century 2000 some countries have placed them in community homes where theyre cared for 24 / 7. Special laws and courts have been designed around these people to ensure they are being treated fairly and with dignity (this is whats meant by "more authority behind the scenes").

This is how society has evolved in treating its Mentally ill people

Michigan is merely doing its part by catching up with the rest of world and adopting these same ideals.
