Coal only smokes due to the water content stored inside. It is after all essentially rotten organic material. Simply, smokless coal has been put through a vacuum proses to remove as much moisture as possible.

Yes, smokeless coal is made. Not sure how, but in some areas there is law which places housing into smokeless districts. In this area, YOU MUST use smokeless coal, or you can be prosecuted. Thankfully, I don't, as smokeless is much more expensive

No, its not, though it is sometimes processed.

Smokeless coals are simply a grade of coal - usually anthracite - that is very high in carbon and very low in sulphur compounds. Water content has not a thing to do with it.
