Currently the cheapest in the market is Globe7. http://www.globe7.com/ but their payment method sucks. I hope they read this post, their rates are so low, but if you don't have a verified Moneybookers account, you will have to go to the bank and wire transfer money to their account.
Yes Globe7's the cheapest, but not the best. If you want quality, go for Skype http://www.skype.com/ they're more expensive, which over long term use will be quite an amount, but if you want quality, use them.
If u have decided on globe7, DO NOT be tempted to use their free service. You are required to watch their movies + advertisement to gain some points to make calls. I tell you, please trust me, don't do it. It's a major waste of time, waiting for the movies to downlaod and finish playing. Unless you have Super-fast internet speed.
Here's a tip, I found the best free service there is, which is Free SMS. Download this software at http://www.mobik.com/ It is really good, and free! I'm happily using it! SMS can be sent worldwide. You will need to view advertisements too, but they are quite short, and don't need to be re-downloaded everytime. Works greeaaaatt!

I think SunRocket is the cheapest with their new deal. They offer 15 months of unlimited VOIP service for $199, thats like $13/month.
Unlimited calling anywhere in US and Canada.
PLUS, you get 100 minuted of FREE international calls.
PLUS, there is no contract.

Yahoo! Voice on Yahoo! Messenger is pretty cheap, too. I prefer it to Skype, actually. The sound quality's good, and the service is reliable.
Haven't tried any of those other services that the other people mentioned, though. Perhaps they are better...
