Just what kind of "strict action" do you propose be taken?

You are aware that, as per the formulation of the question, it seems you want the state to actually punish farmers who commit suicide, right? like passing laws to refuse honorable last rites, confiscating their estates or applying punishment to surviving family. I will assume this is not actually what you meant

But how do you propose to help them out of the desperation that breeds suicide? India is a Western style democracy with a marker economy. A large problem with Indian agriculture is that many crops are low yield, and do not generate much profit, and most farmers have too small a farm to live on, and are too poor to afford fertilisers and other agricultural improvements. Add to it that in spite of laws passed since 1947, India is still largely a caste society, so that people of farmer background have the biggest trouble changing their lives and turning to other occupations for a living. What can a government do to go against that? most reforms would either be too long term to be immediately useful (like than anti caste laws that are not yet that efficient, since society does not fully accept them 50 years later), or might be economically unacceptable, like guaranteeing prices for locally grown crops (would need huge increases of tax revenue, from where?) or taxes of imports (the WTO would object). another possibility would be providing government jobs to farmers going away from the land, as is done for dalit, but you still need to have the money to pay them, and find something for them to do.

Because they are not interested in.ministers only. They are busy introducing new taxes. They launched a commodity exchange to help the farmers but instead it became a gambler's den resulting in exhorbitant prices and vested interest of politicians. You are taxes at every step and a day is not far when we might have to pay BREATHING TAX also. May our honourable Harvard return finance minister take a note of it.

They would have to change the goverments policies and the way the society is based so extremely it is impossible to do. India is going to have huge problems over the coming decades due to the way its society is based.
The society decides what job you can have due to who your family is and farmers who feel they have no way of making a living and providing for thier families see no other way out.
