I would say Orpheus and Eurydice if you read it for the first time because dying for someone you love is a proof of love. But if you'd read it knowing all the religious symbol and everything, you'd understand that it's not really a love story! In fact, Orpheus is best known as a "guru" and some people say that if he went to the underworld, it was not to get back his wife (it was an excuse) but to find out the secrets of death and life. So when i got back on the earth, he didn't need his wife anymore and he turned back to look at her! So she disappeared forever!
If you're interested in that story read Ovid's Metamorphoses book 10 and 11 and Virgil's Georgics book 4

Cupid and Psyche- the ultimate lovers
Second place to Selene and Endymion
That's assuming you mean legendary of all time, rather than just pop culture. For Pop culture of course Romeo and Juliet

The most legendary lovers are Hero and Leander. Hero was a priestess for Aphrodite. They could not marry because she was bond to never have sex. But Leander swam from Asia to Europe guided by Hero's lamp. One night there was a storm and the lamp was blown out. Leander drown and the next morning Hero, seeing his dead body washed ashore, threw herself off her tower into the sea.

Tristan and Isolda ....but Romeo and Juliet are more beloved ....
They -both couples - became famous for fighting against the injustice in marriage-an unwritten rule of the society...who wanted the young marry according to their interests ..not according to their love..
