The Beatles. Not only did they have a wide variety of very good music, they made a LOT of music in a relatively short time, and they did it all when there was no road map to follow. They were the first rock band to achieve that kind of popularity--they paved the way for everybody else.

The Beatles were the best Rock band in terms of songs. The Who were the best Rock band live, ever.
Its hard to say just one is the best because there are so many different things to consider but I'd say it has to be between the Beatles, Who, Stones, Led Zep and U2.
