Very unlikely that the car would have been chipped, as another person stated, the Met would have bought a high spec, powerful car and not gone to the trouble of chipping it.
(If they wanted more power then they would have bought a 540 v8).
As it is the Met have an obligation to save cash so the diesel would have looked good on paper for the bean counters, but the engine is a superb unit and would have had the power they wanted too.
As for the mounting for a gun rack, that would have been a gun safe for firearms.
If anything was modified it is likely to be the suspension, probable the rear.
When you figure that a police car carries a lot of kit in the rear and added to that if it was an AFO (authorised firearms officer) car then not only would it have standard signs and police kit it would have all the firearms, extra tactical kit as well as the officers own odds and sods. if I recall correctly I think the Met triple crew AFO cars so the motor would be well up on its weight day in day out and the suspension would need uprating.
As for any other mods, look for all the holes in the roof, the roof lining and the interior where the other toys are mounted.
I suspect the car was "mature" when you bought it and that it came at a good price as the police don't get rid of perfectly usable cars. sorry.

The 193 bhp standard figure is for a gasoline powered e39 BMW. A diesel engine does not have any spark plugs or ignition distributor. It is not possible to modify the ignition advance curve with a re-programmed computer chip on a diesel engine which has no distributor. A stock BMW 3.0 litre diesel engine should have something under 100 bhp. even if it is a turbo diesel.

A E-39 does not require a chip replacement but a remapping of the DME(computer). Here in the US after a remap of the DME for a performance upgrade we will install a sticker on the dia connector under the hood stating so. This sticker is for later diagnostics or emissions related repairs that might be needed later letting us know of the remap. Check for a sticker first, maybe the case on your car?

If you know someone with a runway, take it there.
Or plan a trip to the continent and take it on the Nürburgring.
Did you check under the carpet in the boot for any dropped ammo? ha-ha!
But seriously, ask around at the local mechanic and see if they know someone with a test centre where you can have the bhp tested. There's a rolling road and the car is connected to a computer console.

All police cars are chipped but when these cars are being sold, the chip will be removed so that the engine will be returned to its normal bhp.
So if you would like to chip it, then yes you can my friend.

It seems a bit of a myth that police cars are chipped in some way. They generally buy high spec cars to begin with so there's no need to spec it up.
