I saw this Hawaii Japanese playing this instrument and he is the world most famous? What is his name and what instrument is that?

one of the most famous hawiian singers that uses a ukelele is Israel Kamakawiwo'ole. I wouldnt call him hawiian japanese though. Not sure who you mean. Izzy sings the most beautiful version of "Somewhere over the Rainbow" i have ever heard. It is what you can hear in the closing credits of the movie 50 first dates, when the camera is panning out on the boat they are on. As for the instrument, you might also be thinking of a mandolin. It is a small guitar like instrument also that you will hear all the time in country music.

The instrument is called a balalaika, a cross between a mandolin and an eight-string guitar. They've been used exclusively in Russian folk dances and gypsy music. Once you hear one played well you will become entranced with its music.
