actually there were a heck of a lot of cr@p villains throughout the years, too many to mention.
I especially liked the Marvel Comics villains:
- The Werelox (Soldiers of the Daleks)
- The Malevilus & their 'Roman' Iron Legion

I think the real enemy would be the Doctor's DARK side....
In the mean time I think the coolest enemies would have to be the classic Cybermen and Daleks so far.
Can't wait to see some new real bad *** in the future episodes of Doctor Who.

I think it is actually The Master.
This is because he is a time-lord and therefore will be so evenly matched. Plus he has the slight advantage that his Tardis's chameleon circuit works so he can hide his ship anywhere he wants.
