The purpose of pubic hair is to signal the arrival of fertility to others, and also to help retain sexual pheromones present in sweat. Pheromones have a scent that is a powerful aphrodisiac to the opposite sex, but without clothing a lot of that scent can be lost. The substance either falls off or gets washed off a naked body. Before there was clothing, pubic hair had high evolutionary value. There was never a need to do away with it.
Curly hair has more surface area than straight hair, and a flat hair shaft has more surface area than a round one. Pubic hair is probably curly because curly hair is ideal for catching and retaining the most pheromone. The same goes for armpit hair, where the greatest concentration of pheromone is present.
On this view, evolution produced curly pubic hair, and less-than-straight body hair in general. The hair on the head doesn't have the pheromone-catching function, so it doesn't need to be curly.

ever since your pubic hair started growing it has constantly been pressed against your undergarments or your clothing this causes the hair to be curly.
