In Ian Flemming's novels... the 00 (Double-0) prefix is the "license to kill" issued by the British Intelligence...
And SINCE it is a "license"... like ANY bureaucracy, it will be sequentially numbered... 001-009999999999999. Bond, James received his license before 008 and after 006

That was the number given to him. There is already a 008 and 009 and all the previous ones were killed in various Bond films.
008 is mentioned a few times through out the films when M threatens to "sack" James and replace him with 008 (though we never see him)

I would say that when Commander Bond left the Royal Navy to be co-opted into the British Secret Service that was the next available designation, maybe there were plenty more 007s before him but they had been killed in action or left the service etc.

because 008 and 009 r his collegues, if u saw the film Goldfinger when the villan Goldfinger tied him up 2 a laser James Bond said: "If u kill me 008 will replace me..." (sort of i'm not sure he really said it that way but that's what he ment)
